3.1. HCSD Potential June 2022 Bond Measure Survey Presentation, ACTION

Rationale:

The process for investigating the potential for a June 2022 General Obligation Bond will begin with a feasibility study assessing the viability of a bond measure and the strategic elements needed to maximize the chances for success. HCSD contracted with TBWBH Props & Measures in consultation with Godbe Research to conduct a survey of local voters. Results of that survey will be shared with the Board.

3.2. Hillsborough City School District Expanded Learning Opportunities Program Plan, ACTION

Rationale:
California Assembly Bill 130 established the Expanded Learning Opportunities Program to provide afterschool and summer enrichment experiences for students that are English learners, eligible for a free or reduced-price meal, or foster youth. The Program offers families nine hours of learning/enrichment each school day and thirty intersession/summer days at no cost. The nine hours is a combination of the school day and after school offerings, HCSD will be providing expanded learning opportunities from 8:30am-5:30pm during the school year.

HCSD will be partnering with Hillsborough Recreation's HIVE program to provide expanded learning opportunities to eligible students at no cost. The HIVE After School Program (https://www.hiveafterschool.com/) offers after school care/enrichment opportunities for students to extend their school day experience. HIVE provides homework support, outdoor play, and enrichment opportunities from the end of the school day until 5:30pm.

In accordance with EC Section 8482.3(g)(1), HCSD will review and update the program plan at least every three years.  With 2021-2022 being the first year HSCD is integrating the Expanded Learning Opportunities Program, we will review the program at the end of the year to determine if adjustments need to be made for 2022-2023.  HCSD is responsible for the plan and oversight of the Expanded Learning Opportunities Program that will be offered in partnership with Hillsborough Recreation’s HIVE program.

Rationale:
2021-2022 SARCs are presented for review. State-released data has not been included as the state has not yet released it to be uploaded. This includes 2021 CAASPP data along with demographic and school-related data. When the data is released, it will be uploaded through a third-party service, reviewed by HCSD, and added to the SARCs. They will then be shared at the next Board of Trustees meeting. The deadline for uploading SARCs to the state website is 2/1/2022.

Rationale:
Under Government Code 54954.3, members of the public have the right to address the Board on any matter within the Board's jurisdiction.
