Superintendent Carlomagno will report on the following:

During the regularly scheduled December meeting of the Board of Trustees, the Board elects its officers and reviews the Superintendent Initiated Committees they committed to the previous year. After discussion among the Trustees they confirm which changes/additions they would like to make on the committees they would like to sit on for the 2022 year.

Tonight this item is presented just for review to the Board as a reminder as to what current committees they served on in the 2021 year. 

A.  The Board will adjourn the meeting to this Public Hearing to allow for public discussion of the Educator Effectiveness Grant

B.  Adjourn to Regular Session

On October 21, 2021, the California Department of Education (CDE) released funding allocations for the Educator Effectiveness Block Grant, a program that provides funding for county offices of education, school districts, charter schools, and state special schools to provide professional learning and to promote educator equity, quality, and effectiveness. The allocation to Hillsborough City School District is $429,580 to be received in 2021-22 and spent by September 30, 2026. 

As a condition of receiving the funds, LEAs are required to develop and adopt an expenditure plan by December 30, 2021, that details the use of funds for the development of teachers, administrators, paraprofessionals, and classified staff. Funds may be spent in any, or all the fiscal years from 2021-22 to 2025-26. The plan must be presented at a public meeting of the governing board before its adoption at a subsequent meeting.

Director Matthew Lindner will present the HCSD Educators Effectiveness Grant. 

Chief Deputy County Counsel Claire Cunningham will present an overview of universal transitional kindergarten including funding, staffing ratios, credentialing requirements, instructional minutes, and facilities.

Superintendent Carlomagno will then ask for the Board's approval to move forward with planning for transitional kindergarten in the Hillsborough City School District with the program implementation beginning with the 2022-2023 school year. Further, the recommendation is for ONE YEAR only based on the fact that we do not yet know if this program will be funded by the state.
