4.2. Exploring Potential June 2022 General Obligation Bond, ACTION

Rationale:

The process for investigating the potential for a June 2022 General Obligation Bond will begin with a feasibility study assessing the viability of a bond measure and the strategic elements needed to maximize the chances for success. Next steps including hiring TBWBH Props & Measures (previously vetted) to work with a professional polling firm to design and conduct a statistically reliable public opinion survey of Hillsborough voters to test the viability of a measure. The district will then determine next steps in moving forward with a possible bond measure in June 2022.

Educational Code 44252 (b) states:

The commission shall not issue initially a credential, permit, certificate, or renewal of an emergency credential to a person to serve in the public schools unless the person has demonstrated proficiency in basic reading, writing, and mathematics skills in the English language as provided in Section 44252.5 or 44252.7. The commission shall exempt the following persons from the basic skills proficiency test requirement:

(10) (A) An applicant who earns at least a letter grade of B in qualifying coursework determined by a credential preparation program, or determined by the commission for an applicant not enrolled in a California credential preparation program, to sufficiently serve as an indicator of proficiency in basic reading, writing, and mathematics skills in the English language. As used in this section, “qualifying coursework” means a course or courses taken at a regionally accredited institution of higher education for academic credit that applies toward the requirements for an associate’s degree, baccalaureate degree, or higher degree. Qualifying coursework does not include professional development or continuing education units, inservice training or workshops, or courses where credits do not apply toward the requirements for an associate’s degree, baccalaureate degree, or higher degree.

It is RECOMMENDED that a Variable Term Waiver be granted for 30-Day Basic Skills Requirement for substitute teaching.

Rationale:
Under Government Code 54954.3, members of the public have the right to address the Board on any matter within the Board's jurisdiction. However, the Board cannot act on non-agenda items and cannot respond to issues other than to provide general information. Individual speakers will be allowed three minutes to address the Board. The Board shall limit the total time for public discussion of any one matter to twenty minutes.
